The first thing that you need to take into account, is that the whole process is made by Connecticut’s Department of Motor Vehicles (DMV), and they are the ones who issue the licenses. The document that you will request from the DMV is a “Drive Only License”, the process to get this license is the same as the regular Driver’s License for US citizens and documented migrants.
The whole process contains three steps:
1) Get a Learner’s Permit and hold it for at least 90 days,
2) Present the road test, and
3) Pass the road test and wait for your license.
The most important part is to get the Learner’s Permit, making sure to bring all necessary documents:
1) Two identifications. Foreign Passport (not expired for more than 3 years), a valid, unexpired consular identification document issued by your country of citizenship, or a birth certificate.
2). Two pieces of mail or electronic mail that show you receive mail at your home in Connecticut. These must have the applicant’s full name and complete address.
Once you collect the documents, you need to study for the Learner’s Permit knowledge test and then make your appointment online for vision and knowledge tests. If you pass the test, the DMV will mail your Learner’s Permit which you have to hold for at least 90 days. Then, the process will be the same as any other person who wants a Driver’s License. You have to complete an 8-hour Safe Driving Course and then present you certificate of completion (CS1 or e-DEC) at the road test. Once you pass your road test, you will need to pay the fees and wait for your Driver’s License.

The approximate cost of this process is the Learner’s Permit and testing fee ($59.00), Drive Only License fee ($72.00), and Driving School fees (about $125 to $350).
